Non-Discrimination Policy

Adopted by the General Assembly and binding on every member of staff, volunteer, board member and partner acting in the association's name.

1. Declaration

Asociaţia Invalizilor cu Dereglări ale Aparatului Locomotor provides assistance, services, membership, volunteering opportunities and employment without discrimination of any kind. No person shall be excluded from participation in, denied the benefits of, or subjected to unequal treatment in any of our programmes on the grounds of race, colour, ethnic or national origin, language, citizenship, religion or belief, gender, gender identity, sexual orientation, age, type or degree of disability, health status, marital or family status, social origin, property, political opinion, trade-union membership, or any other personal characteristic or status.

2. Scope

This policy applies to the intake and assessment of beneficiaries, the allocation of mobility equipment, participation in rehabilitation and training activities, legal counselling, recruitment and treatment of staff and volunteers, the composition of governing bodies, procurement, and the conduct of partners delivering activities alongside us.

3. Allocation of scarce assistance

Because demand for equipment and services regularly exceeds available resources, we allocate on transparent, documented criteria only: the assessed functional need of the person, the urgency of the situation, the household's ability to obtain the item elsewhere, and the date of the request. Personal connections, political affiliation, language spoken and religious observance play no role whatsoever, and no payment or gift may be requested or accepted in exchange for assistance.

4. Linguistic and cultural access

The association operates in a multilingual region. Services are delivered in Romanian and Russian, with support in Gagauz and English where possible, and no person is disadvantaged for using the language in which they are most comfortable. Written information is provided in plain language and, on request, in large print or read aloud.

5. Harassment and retaliation

Harassment, humiliating treatment, and language degrading to persons with disabilities or to any group listed above are prohibited on our premises and at our activities. Nobody who reports discrimination in good faith, or who assists an investigation, may be disadvantaged as a result. Retaliation is itself a breach of this policy.

6. Reasonable accommodation

We take active steps to remove barriers rather than merely refraining from discrimination: accessible meeting venues, transport for members who cannot travel independently, home visits where attendance is impossible, and adapted formats for all written material. Where a volunteer or employee needs an adjustment to perform their role, we provide it wherever it is proportionate.

7. Complaints procedure

  • Raise the matter in writing to the Executive Director at stanton-norrisf@gmx.com, by telephone on +373 79 202 530, or in person at Strada Lenin 188, Comrat. Assistance in writing the complaint is available.
  • Receipt is acknowledged within 5 working days.
  • The matter is investigated within 30 days, with a written outcome and, where a breach is found, corrective measures.
  • If the complaint concerns the Executive Director, or if you are not satisfied with the outcome, it is referred to the internal auditor and then to the General Assembly.
  • You retain the right at all times to address the Equality Council of the Republic of Moldova or the People's Advocate (Ombudsman).

8. Accountability

Breach of this policy by staff or volunteers leads to corrective action up to and including termination of the collaboration. Partner organisations that do not observe it forfeit the partnership. Implementation is reviewed annually and reported to the General Assembly together with the activity report.
